Hybrid names are capitalized and are NOT surrounded by quotes. Cultivar epithets are. Paph 'delightfully venus' is incorrect, but if you wanted to name this particular cultivar, Paph Delightfully Venus 'Merc' would be fully acceptable.

It seems like a picky point, but it's good to stick with the standards.
For example, I recently ran across someone with Cattleya Scheherazade, and I assumed it was Ctt. Jewel Box 'Scheherazade', as I've gotten to expect such shortcuts. Distributors in Europe are terrible about that. Nope. The cattleya and cattleyanthe are different critters altogether.
