Who We Are
The Conference was established by the General Assembly “…to assist in improving the administration of justice in North Carolina by coordinating the prosecution efforts of the various district attorneys.” The primary objective of the Conference is to provide crucial support to prosecutors in the discharge of their duties. To accomplish this, the Conference extends a range of valuable resources and guidance, including Professional Development, Publications, and Research Assistance. These resources enable prosecutors to uphold justice for North Carolina’s citizens in an effective and efficient manner.

No Safe Place: Building the Child Physical Abuse Case

Children face the most danger from abuse in their own homes. Child physical abuse can take many forms, from malnutrition to broken bones to burns and bites. Proving who is responsible and how those injuries occurred can be a monumental task when everything happens behind closed doors and at the hands of a caregiver. This training will help prosecutors, law enforcement, and other allied professionals understand how to build a case of physical abuse despite the challenges these cases can present.
Toxicology for Law Enforcement and Prosecutors
We speak different languages but have the same goal: the truth. This training is all about communication, and provides an opportunity to understand what each discipline needs, what each can provide, and how best we can work together.
What You Do Matters
This program examines policing within the legal and political framework of Nazi Germany- a journey that eventually turned those who should protect life and liberty into those who intimidated, humiliated, deported, and eventually murdered millions of innocent people. Using historical images and stories from the Holocaust, this course engages law enforcement and prosecutors in a dialogue about the role of law enforcement in today’s communities and the importance of core values ensuring the integrity and vibrancy of democracy.

Alleghany, Ashe, Wilkes, and Yadkin Counties
Tom Horner is the District Attorney for Prosecutorial District 34 which encompasses Alleghany, Ashe, Wilkes, and Yadkin Counties in North Carolina. He attended Furman University where he received a Bachelor of Science. He earned his Juris Doctorate from Campbell University in 1989.
He began working as a law clerk for a private firm before serving as an Assistant District Attorney for Surry County in 1991. He was elected as District Attorney in 1999. Tom Horner became the first District Attorney to serve as a member of the Chief Justice’s Commission on Professionalism. He was honored in 2011 for his service on this committee.
District Attorney Tom Horner served as the President of the North Carolina Conference of District Attorneys as well as on the legislative committee working with members of the North Carolina General Assembly on behalf of prosecutors across the state.
